Executive Biographies
 
Mr. Robert (Bob) Carbo is President and Chief Executive Officer of Highland Technology Services, Inc. (Highland). Bob founded Highland in 1996 with the vision of building a Strategic Information Technology and Management Consulting Firm focused on helping clients create synergy between mission and technology solutions. Bob's extensive experience of over 40 years in the federal and commercial sectors also reinforced his belief that, in today's economy, organizations must optimize business operations, perform efficiently with scarce resources, and successfully compete in a rapidly changing global market. Bob is a strong proponent of customer relationships and quality management, ensuring that his customers' expectations for quality and efficient services are met.

 

Bob built upon this vision to help clients achieve their business goals by maximizing the use of application and value of their current and planned Information Technology, and technology-based resources. He is relentless in the pursuit of excellence. Today, Bob provides the strategic leadership that ensures Highland continues to exceed customer expectations. He is responsible for overseeing strategic initiatives, provides a wide range of technical innovation, advance client missions, cultivate key client relationships and monitor major financial transactions.

 

Prior to starting Highland, Bob worked at KENROB and Associates Inc. as a Program Manager, Roy F. Weston Inc. as Vice-President/Telecommunications and Field Support, and had a distinguished career with over 24 years in the Army and Army Reserve with two tours in Vietnam.

 

Bob holds a Bachelors of Electrical Engineering and M.S. Computer Science from Villanova University, Villanova, Pennsylvania.

 

Mr. Christian (Chris) Smith is Vice-President of Project Operations and Business Development for Highland Technology Services, Inc. (Highland). Chris has over 25 years of senior-level executive experience in business development, strategic planning, and extensive federal market operations. Chris's professional experience includes large scale integrator contracts in the broad federal market sector; the defense, intelligence; communications markets; civil and outsourcing and systems markets.

 

Today, Chris directs Highland's day-to-day project operations including strategic initiatives to ensure advancement of client missions. His operational focus is on ensuring customer satisfaction through sustained superior contract performance and innovation within all performance parameters. Chris's business development focus is on winning strategic programs by offering customers practical, value-added solutions.

 

Prior to Highland, Chris worked for ManTech International in Business Development, TechTeam Government Solutions as Vice-President of Strategy; Verizon Business as Sr. Staff Consultant, and AT&T (formally GRCI) with over 12 years of progressive responsibility. Prior to entering the Information Technology field, Chris was a police officer for 10 years.

 

Chris earned a Bachelor's in Information Technology and Economics from the University of Maryland, University College in (College Park, MD). He also holds an associate degree in Law Enforcement from Northern Virginia Community College (Fairfax, VA) and a graduate from the Federal Law Enforcement Training Center.

 

Mr. Jeffrey (Jeff) Auchmoody is Chief Financial Officer of Highland Technology Services, Inc. (Highland). Jeff has over 35 years of experience with the financial management of major government programs. Jeff's career began in the Office of Controller within the Department of Energy and he subsequently moved to the Office of Science. His financial management duties included the formulation and financial execution of the budget for several major programs in DOE's Office of Science with a total budget in excess of $1.2 billion. Jeff analyzed the budget requests to ensure adequate justification for the funds, satisfying DOE, OMB, and Congressional requirements. Jeff worked with senior level managers at DOE and National Laboratories and Universities to ensure funds allocated were consistent with programs' priorities as well as direction from OMB and Congress. Technically complex projects, that were often pushing the forefront of science, were monitored and data was analyzed in order to strive to complete the projects within budget.

 

Today, Jeff provides for all of the financial management responsibilities for Highland. This includes the management of accounts receivables and account payables. Jeff provides support to the all program managers as well as the Highland senior leadership team by making sure that all individuals have the timely financial information needed to manage their programs and make major corporate decisions. Jeff develops a corporate budget which becomes the plan for the management of the company. He provides financial analyses to ensure that Highland is operating within these budgets, ensuring Government reporting requirements are met while at the same time ensuring that the corporation's profitability goals are met.

 

Jeff earned his Bachelor's degree in Economics from Marist College. Subsequently, he obtained his Master's degree in Business Administration from Johns Hopkins University.
